What distinguishes a fee from a tax?
A fee is a charge imposed on an individual for a service that the person chooses to receive.  A tax is a charge for public services and facilities without the need for a direct relationship between the use by an individual taxpayer and the tax paid.  Below are distinguishing characteristics of fees and taxes.

  • A fee is designed to defray the costs of a government service or regulatory activity while a tax is designed to raise general revenue.
  • The amount of a fee must be no greater than the costs of the service, whereas a tax has no such monetary limitation.

    The attached flow chart shows by example the types of service that would be supported mostly or entirely by taxes and those that would be supported mostly or entirely by fees.

For Electricity - Call Southern California Edison Company at (800) 9500-2356 or contact www.sce.com.

For Gas - Call Southern California Gas Company at (800) 427-2200 or contact www.socalgas.com.

What do I do if my water bill is wrong?
Contact the California Water Service at (310) 257-1400. You can also visit the California Water Service website for more information.

What is rbpaylink?
RB Pay Link is a new online payment method now available through the web.  The public will be able to pay for Business Licenses, False Alarms, Fire Permit Renewals and other types of invoices through the web that were previously paid through the mail.  The user will be able to pay their bill by typing in their Bill Year, Bill Number and Category Code into the three input fields.  The Bill Year, Bill number and Category Code are located in the upper right hand side of the invoice. See attached for General Location.

Where can I get information about my State Income Taxes?
Please call the California Franchise Tax Board at (800) 338-0505 or (916) 845-6600. They are also can be reached at http://www.ftb.ca.gov

Who can answer my question about a bill from the City?
If the bill is in invoice form, call  Accounts Receivable at (310) 318-0683.  You may also email us about the bill at financemail@redondo.org.

If the bill is an invoice from the Library, call (310) 318-0676.
