NOTICE OF INTENT (NOI) TO ADOPT A MITIGATED NEGATIVE DECLARATION

Project Title: 190th Street and Fisk Lane Condominiums “The Foundry” Conditional Use Permit CUP-2020-03; Planning Commission Design Review PCDR-2020-03; Initial Environmental Study Mitigated Negative DeclarationIES-MND-2020-01

Project Location: The project site is located at the 190th Street and Fisk Lane intersection in the City of Redondo Beach, California. The site encompasses 103,291 square feet, or approximately 2.37 acres.

Assessor’s Parcel No.: 4083-014-018, 4083-015-007, 4083-015-008, 4083-014-009, 4083-015-010, and 4083-015-015 (Of the six parcels, APN 4083-014-018 is located east of Fisk Lane on the northeast corner of Fisk Lane and 190th Street, with the remainder of the parcels all located west of Fisk Lane).

Project Description: The 190th Street and Fisk Lane Condominiums Project (also referred to as “The Foundry”) involves the demolition of all existing industrial and retail/commercial buildings on the 2.37-acre project site for construction of 36 two-story condominium homes with a maximum building height of 30-34 feet (some portions of roof structure include a 4 foot high parapet element to screen rooftop equipment including solar panels). Of the 36 homes, six 3-unit buildings and six 2-unit buildings would be built on parcels west of Fisk Lane and two 3-unit buildings would be built on the parcel east of Fisk Lane. The proposed homes would consist of 14 four-bedroom homes at 2,153 square feet each, eight three-bedroom homes at 2,215 square feet each, two two-bedroom homes at 1,814 square feet each, and 12 two-bedroom homes at 1,829 square feet each. The project would provide 87 parking spaces, 72 of which would be private parking in attached garages. The remaining 15 parking spaces would be provided on-site and along the internal private driveway/roadway network. The project would also include 26,592 square feet of private open space (with allowable bonuses) in the form of yards, patios, balconies and roof decks with an additional 1,115 square feet of common open space with tables and other outdoor furniture for gathering areas.

The Staff of the City of Redondo Beach has performed an Initial Study, a comprehensive evaluation of the potential impacts of this project in accordance with the California Environmental Quality Act (CEQA) and State CEQA Guidelines, and has determined that there is no substantial evidence the proposed project may have a significant effect on the environment with determined mitigation measures. This Notice is to advise interested individuals that the City of Redondo Beach intends to adopt a Mitigated Negative Declaration (MND) for the project identified above.

A 30-day public review period for the Draft MND will be held from May 14, 2020 and ends June 15, 2020 at 5pm. The Draft Initial Study – Mitigated Negative Declaration (IS-MND), technical studies, and reference materials are available for public review on the City’s website at https://www.redondo.org/depts/community_development/default.asp

A printed copy of the environmental document is also available for viewing at Redondo Beach City Hall, Door 4 Kiosk, 415 Diamond Street, Redondo Beach, CA 90277. Additionally, the City will mail a hard copy of the CEQA document to anyone who makes a written request (one copy per requestor). This offer to mail a hard copy of this environmental document is limited to the project that is the subject of this NOI and the request can be made by sending an email to PlanningRedondo@redondo.org.

Public Hearing and Comments. The project and Draft IS-MND are currently planned to be brought before the Redondo Beach Planning Commission on June 18, 2020. This Planning Commission hearing will be duly noticed, consistent with standard City practices, before the hearing, at which time the City will inform the public of how they may attend the hearing either in person or remotely consistent with social distancing requirements and other procedures in effect at that time. All comments concerning the Draft IS-MND should be provided in writing and received before 5:00 p.m. on the last day of the review period. Public input on these matters is encouraged, however, all public comments must be focused on the project’s environmental effects only and whether they have been adequately addressed in the Draft IS-MND. If you challenge the action taken on the project description in this notice in court, you may be limited to raising only those issues that were raised at the public hearing described in this notice, or in written correspondence delivered to the above at/or prior to the public hearing.
