Interim Procedures for Community Development Department during City closure


City of Redondo Beach has temporarily suspended public access to City Hall. All City business will be conducted by electronic means


To address the temporary closing of Redondo Beach City Offices to the public, due to the serious and imminent threat of Novel Coronavirus (COVID-19) and to help safeguard the community and City employees, the following procedures are in place for continuing modified services provided by the Building and Safety Division and the Planning Division.

General Building Division or Planning Division Inquiries:

Inquiries will be handled during the normal operating hours of 7:30 a.m. to 5:30 p.m. Monday through Thursday and every other Friday.

Building Division Modified Operations:

New Plan Check Application Process for Residential New Construction, Additions, and/or Commercial Tenant Improvement.

For a new plan check application, the applicant (or applicant’s representative) should submit an email with the details confirming the information that will be submitted, how those documents address the required list of submittal items, and a photo image of the plans stamped by the Planning Division that state “Reviewed for Submittal”. The drawings to be submitted will need to have that Planning Division stamp in order to be accepted. The applicant should be thorough in the information being provided to help streamline the submittal process.

The Building Division staff will review the electronic information to determine if the project is ready to submit. If there is additional information needed in order to confirm that the project is ready for submittal, the applicant will receive an email explaining the materials needed.

Once plans are deemed ready for submittal by the Building Division, staff will inform the applicant of the fees (City will issue an invoice in order to coordinate online payment) and will schedule a Bin Drop Off time for submitting the plans. Bin Pick Up and Drop Off instructions are noted at the bottom of this page

Plan Check Re-Submittals and Correction Pick-Up

For projects already in the plan check process, re-submittals of corrected plans should be coordinated through Steve Shiang, Senior Plan Check Engineer at

For projects that are in plan check where the corrections are ready to pick up, the Building Division will contact the applicant when the corrections for plans are ready for pick up and will coordinate a scheduled time for Bin Pick Up (see instructions at bottom of page).

Building, Mechanical, Electrical, and Plumbing Permits

For permits, the Building Division will process as much as possible via email. To submit a permit application, the applicant should fill out the required form and submit via email.

The Building Division staff will notify the applicant if there are any changes or additional information needed. Once a building permit is ready for issue, the Building Division will inform the applicant of the fees (City will issue an invoice in order to coordinate online payment) and will schedule a time for Bin Drop Off of any required hard copies of documents (see drop off instructions at bottom of page). The permit can then be issued. If there are job cards and plans that need to be distributed to the applicant, staff will coordinate the Bin Pick Up (see instructions at bottom of page). If the permit is more basic, staff will email a copy of the approved permit to the applicant to authorize the work to begin, and the Building Division will keep the hard copy on file for the applicant to pick up at a later date when the City Hall offices re-open.

Building Inspections

For those inspections that can be done via video conferencing, those will be conducted via the Skype application. This is a free app that can be downloaded onto mobile devices. Contractors will need to have the person coordinating the inspection download the app on their phone or other mobile device in advance of the scheduled inspection call. During the streamed inspection, the contractor’s representative will walk the inspector through the site, starting with the front of the property showing the construction signage to verify the property.

For any inspections necessary for the inspector to be on site, the City will require the contractor to only have one contact person (ideally the person in charge of the project—who is not experiencing COVID-19 symptoms) in attendance with no other workers in the vicinity, and social distancing of 6’ should be maintained between the contact person at the site and the inspector. Inspectors will have hand sanitizer and follow proper hand sanitization protocol after leaving the inspected site.

Planning Division Modified Operations:

Project Conceptual Review

Your project may require a conceptual review/approval by the Planning Division prior to plan check submittal or permit issuance from the Building and Safety Division. If so you will be directed to call or email the Planning Division. We will then designate a planner to work with you to coordinate receipt of any electronic plans or documents and schedule a remote review of your project with you via telephone or other teleconferencing application. There may be corrections required before the Planning Division will stamp the plans Reviewed for Submittal (where possible, stamps may be coordinated internally rather than requiring a hard copy of plans to be submitted). The planner assigned to your project will inform you of any revisions or corrections necessary throughout the review.

Planning Permit Applications

If your project requires a permit from the Planning Division, we will coordinate that process remotely. To do so, call or email the Planning Division. Similar to the Project Conceptual Review section above, we will coordinate receipt of any electronic plans or documents and schedule a remote review of your project. Staff will inform you of the fees (City may issue an invoice in order to coordinate online payment) and required submittal documents and will schedule a Bin Drop Off time for you. Bin Pick Up and Drop Off Instructions

For all scheduled appointments with the Building Division there will be a Bin Pick Up and Drop Off effective immediately. Bins will be located immediately outside of Door 2 at City Hall.

The Community Development Department will operate the Bin Pick Up and Drop Off ON AN APPOINTMENT ONLY BASIS. Specific appointment windows will be accommodated, with instructions as to which Bin the documents should be placed (there may be more than one available). Those utilizing the Bin Pick Up and Drop Off service should be early or on time for their appointment. Any plans or documents submitted that are left in the Bin that were not authorized by the Building Division staff for a Bin Drop Off appointment will not be reviewed and there is no assurance that the documents will be returned to the person who left them.

Since plans are considered a hard surface, once plans or applications are physically submitted they will be time/date stamped and placed in a staging area before the review is initiated. All reviews will be initiated in the order in which they are received.

The Community Development Department thanks you for your patience during this transition to modified operations. Although processes may be slightly delayed or take additional steps, the intent is to continue to make Planning and Building services available to the public.
