On March 4, 1997, voters in the City of Redondo Beach voted to give the Mayor and Council authority to establish city boards and commissions by ordinance. This necessitated the re-creation of several boards and commissions originally established by the City Charter, i.e. the Library, Planning and Recreation and Parks Commissions. It was also necessary to create uniform regulations to govern the membership and functioning of all existing boards and commissions and future ones. In addition to this major change, the Council also voted to keep the membership of all boards and commissions to seven members--except for the Youth Commission, or where Government Code indicates otherwise.

Chapter 9 - Board and Commissions of the City’s Municipal Code reads in part as follows:

Sec. 2-9.100 Appointment and Terms of Members.
a) The adult members of each board and commission shall serve for a term of four (4) years, commencing October 1 and ending September 30 or as soon thereafter as his (her) successor is appointed and qualified except for the minors on the Youth Commission. Members if the Youth Commission who are over the age of thirteen and under the age of twenty shall serve for one year (1) or until a successor is appointed and qualified. Youth members may serve unlimited terms.

b) The members of each board and commission shall be appointed by the Mayor, subject to confirmation by the City Council, within sixty (60) days after the expiration of the four (4) year term or within sixty (60) days after a vacancy occurs. Youth Commissioners are appointed by a subcommittee of outgoing, ineligible Youth Commissioners. Youth members must reside with his or her parents or guardian within the City or be a registered attendee of Redondo Beach Unified School District and having served one year on the Ad Hoc committee. If the Mayor shall have failed to make an appointment within such a period, any member of the Council may nominate an eligible person to fill such a vacancy. Four (4) affirmative votes of the Council to appoint such nominated person shall result in the appointment. Any appointment to fill an unexpired term shall be for such unexpired period.

c) No person shall serve more than two (2) full terms on the same board or commission. No person shall serve simultaneously on more than one (1) board or commission.

Sec. 2-9.107--Vacancies.
In the event that any member of any board or commission shall be absent from the regular meetings of such board or commission for a period of sixty (60) days consecutively following the last regular meeting attended by such member, unless by permission of the City Council expressed in its official minutes, or in the event such member shall be convicted of a crime involving moral turpitude, or ceases to be a registered voter of the City, his (her) office shall become vacant and shall be so declared by the City Council.

Vacancies occurring in any board or commission shall be filled in the manner set forth in Section 2-9-100.of R.B.M.C.
