NOTICE OF PUBLIC HEARING

 

NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD BEFORE THE CITY COUNCIL OF THE CITY OF REDONDO BEACH ON THE FOLLOWING MATTER.  ANY AND ALL INTERESTED PERSONS MAY APPEAR AND BE HEARD.

 

PUBLIC HEARING TO CONSIDER MODIFICATIONS TO THE LEGADO REDONDO MIXED-USE PROJECT (1700 SOUTH PACIFIC COAST HIGHWAY), TO REDUCE THE COMMERCIAL SQUARE FOOTAGE FROM 23,800 SQUARE FEET TO 21,539 SQUARE FEET, TO MODIFY THE TRANSPORTATION CONDITIONS OF THE PRJECT APPROVAL AND MITIGATION MEASURES, TO CONSIDER APPROVAL OF VESTING TENTATIVE TRACT MAP NO. 72662 TO ALLOW THE SUBDIVISION OF THE HOTEL PROPERTY FROM THE SITE ON PROPERTY LOCATED WITHIN A MIXED USE (MU-3A) ZONE LOCATED AT 1700 SOUTH PACIFIC COAST HIGHWAY, AND TO CONSIDER APPROVAL OF A CALIFORNIA ENVIRONMENTAL QUALITY ACT ADDENDUM TO THE PREVIOUSLY APPROVED MITIGATED NEGATIVE DECLARATION.

 

LOCATION OF PROPOSED PROJECT: 1700 S. Pacific Coast Highway, Redondo Beach (southeast corner of Pacific Coast Highway and Palos Verdes Boulevard)

PROJECT DESCRIPTION: The 4.275 acre project site is currently developed with a 110-room hotel (Palos Verdes Inn) and 28,354 square feet (SF) of retail space, including a 21,130 SF former Bristol Farms grocery store and 7,224 SF of other retail space.

 

The project was conditionally approved by City Council in June 2016 with 115 residential units and 23,800-square feet of commercial space.  The applicant (Legado Redondo, LLC) and the City entered into a second Settlement Agreement in September 2017.  As part of this second Settlement Agreement, modifications to the project have been proposed.  The proposed modifications include a reduction to 21,539 square feet of commercial space and elimination of some transportation mitigation measures/conditions of approval (including modifications to the sidewalk dedication).  To implement these modifications the project resolution/entitlements will need to be modified, including the Conditional Use Permit and Design Review (Resolution No. CC-1606-052).  The City will also consider approving an Addendum to the previously approved Mitigated Negative Declaration.  The previously approved number of residential units (115 units) are not proposed for modification. The second Settlement Agreement also requires Legado to pay the City one million dollars if Legado’s hotel renovations do not proceed consistent with the terms of the Settlement.

 

PUBLIC HEARING:  The City Council of the City of Redondo Beach is scheduled to hold a public hearing on the project on Tuesday October 17, 2017 at 6:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach CA, 90277. 

 

DOCUMENT AVAILABILITY: The Legado Project second Settlement Agreementthe previously adopted Mitigated Negative Declaration, and Vesting Tentative Tract Map are available for review at the following locations:

  1. Planning Division counter, 415 Diamond Street, Door E, Redondo Beach, CA 90277 from 7:30 a.m. to 5:00 p.m. City Hall is closed every other Friday.

  2. Main Library Information Desk, 303 N. Pacific Coast Highway, Redondo Beach, CA 90277 during operating hours for the Main Library.

  3. City website at www.redondo.org.  Navigate to Departments > Community Development and click on the Legado Project news item link.

     

    The Administrative Report and Addendum to the previously adopted Mitigated Negative Declaration will be available 72 hours prior to the City Council public hearing in accordance with State law and local ordinance, in the Planning Division office and on the City Council agenda page of the City’s website at: http://www.redondo.org/depts/council/rbtv_council.asp.

     

    At the public hearing, the City Council will consider approval of the second Settlement Agreement, environmental Addendum, and proposed modifications.

Public testimony, including testimony from the subdivider, will be taken at the hearing described in this notice.  For those that cannot attend the public hearing, written comments for the City Council may be submitted by mail to the Planning Division at the address above, or by email to lina.portolese@redondo.org.  Written comments will be accepted until the day of the public hearing no later than 3:00 p.m.
