2013-2021 Housing Element Update

The City of Redondo Beach as lead agency for compliance with the California Environmental Quality Act (CEQA), intends to adopt Mitigated Negative Declaration (MND) No. 2013-12-IES-MND-002, which has been prepared for the project pursuant the Redondo Beach Municipal Code, and the Guidelines to the Implementation of the California Environmental Quality Act (CEQA).

Project Location: City-wide

Project Description: The project consists of updates to the Housing Element of the Redondo Beach General Plan. Consistent with State-law, the Housing Element sets forth goals, objective and policies to guide future residential development and ensure the provision of housing opportunities for all current and future residents.

Findings/Determination: The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment after implementation of mitigation measures, this conclusion is supported with substantial evidence in the Initial Environmental Study. The City hereby proposes to adopt a Mitigated Negative Declaration for this project.

Public Review Period and Written Comments: In compliance with the CEQA Guidelines Section 15105 (b) and the City’s Municipal Code, the public review period for the proposed Mitigated Negative Declaration began on January 2, 2014 and ended on January 23, 2014 at 5:00 p.m. Any written comments received where incorporated into the final document. The documents were considered by the Planning Commission at a duly noticed public hearing on February 20, 2014 at which time the Planning Commission recommended that the City Council certify the Mitigated Negative Declaration and adopt the 2013-2021 Housing Element.

Public Hearing: The City Council of the City of Redondo Beach is scheduled to hold a public hearing on the certification of Mitigated Negative Declaration No. 2013-12-MND-002 and adoption of the 2013-2021 Housing Element on Tuesday, March 18, 2014, at 6:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach CA, 90277. The City Council’s procedures generally include opening the public hearing, a presentation by staff, and a question and comment period open to the public.

Document Availability: The Mitigated Negative Declaration, the Initial Environmental Study, and 2013-2021 Housing Element are available for review at the City of Redondo Beach City Hall, Door E, Planning Division, 415 Diamond Street, Redondo Beach CA, 90277, the City of Redondo Beach Main Library, and the City of Redondo Beach North Branch Library.
