A Specific Plan is a document prepared by the City to guide the development in a specific community area. It is meant to reflect the desires of the local community.
With the downsizing of the AES Generating Station property comes a significant opportunity to redefine the waterfront to a higher standard with more public amenities. The AES site (formerly owned by Edison) is planned for redevelopment to a re-sized modern generating facility,with potential commercial, residential and other development on parcels (total of about 28 acres) not needed for the new plant configuration. The opportunity expands to a large study area when consideration of City-owned lands in the Harbor/Pier area, the Catalina Avenue "Corridor", and Civic Center areas are included. These areas also form the majority of land included in the City's current Harbor/Civic Center Specific Plan.
The study area was first examined by the UrbanLand Institute (ULI), a group of real estate and financial experts from across the country. ULI toured the area, held interviews with residents and various land and business owners and formulated their recommendations during the period of March 5-9, 2000. ULI presented its final report and recommendations before a very large local audience on Friday, March 10, 2000. Since then, Community Workshops have given the public the opportunity to recommend or discourage recommendations. Ultimately, public hearings in front of the City Council will confirm the final plan for the area.

Each Community Workshop is different from the last. If you attended the first workshop, your participation at future workshops is necessary to complete the study. If you missed a workshop, your involvement in future workshops is critical to forming a complete, broad-based public opinion.
