Option # 5 – Construct a new Harbor area Special Events Venue, Active and Varied Recreational Water Park, and Boat Ramp

Under this option a 12,000 square foot lazy river with “Flow Rider” bodyboarding experience; and a 6,000 square foot recreation pool with six (6) waterslides, zero-depth entry and wet play elements would be constructed in the facility  (see attachment E.)  The facility would also include a bathhouse, a food concession building, storage space for pool equipment and chemicals, a covered raised stage, approximately 44,000 square feet of special events area, landscaping, fencing and site lighting. 

The preliminary capital cost estimate for the Special Events Venue and Water Park is $15 million dollars.  The site plan also includes a subterranean 450 space parking structure that is estimated to cost $4.7 million dollars.  It should be noted that it is exceedingly possible that the parking structure included in this option would be infeasible considering the on site building conditions.  A study of the availability of parking in adjacent lots/structures would be recommended.  Additionally the site plan includes a two-lane boat launch ramp with 28 trailer parking spaces at a capital cost that is TBD.  The annual operating expenditure estimate for this option is $1,900,000 and the revenue estimate is $2,100,000.  The early projection is that this option would generate $200,000 of annual income for the Harbor Tidelands Fund.

Pros:

  • 120% operating cost recovery
  • Installation of a significant number of contemporary and varied water play elements
  • Possibility of year round water activity
  • If feasible, the parking structure could create new revenue
  • No NPDES permit requirements

Cons:

  • The 450 space parking structure is unlikely to be feasible.  This option could force the use of adjacent parking lots/structures
  • Loss of the casual/comfortable feel of the existing Seaside Lagoon facility
