Option # 4 – Construct a new
Harbor area Special Events Venue, Substantial Recreational Water Park with
Children’s Pool, and Boat Ramp

Under this option
an 8,500 square foot recreation pool with
two waterslides, zero depth entry and a wet play structure; and a 4,000 square
foot children’s pool with “splashpad” pole-style wet play elements would be
constructed in the facility (see attachment D.) The facility would also include a bathhouse, a food
concession building, storage space for pool equipment and chemicals, a covered
raised stage, approximately 48,000 square feet of special events area,
landscaping, fencing and site lighting.
The preliminary capital cost
estimate for the Special Events Venue and Water Park is $10.5
million dollars. The site plan also includes a semi-subterranean 300 space
parking structure that is estimated to cost $2.6 million dollars. It should be
noted that the feasibility of this parking structure would have to be confirmed
thorough structural and geotechnical testing. Additionally the site plan
includes a two-lane boat launch ramp with 28 trailer parking spaces at a capital
cost that is TBD. The annual operating expenditure estimate for this
option is $1,400,000 and the revenue estimate is $1,400,000. The early
projection for ongoing Harbor Tidelands Fund subsidy with this option is $0 per
year.
