Option # 3 – Construct a new
Harbor area Special Events Venue, Modest Recreational Water Park with
Traditional Swimming Pool, and Boat Ramp

Under this option
a 6,000 square foot recreation pool with a
single waterslide, zero-depth entry, and wet play elements, and a 6 lane x 25
yard traditional swimming pool would be constructed in the facility (see
attachment C.) The
facility would also include a bathhouse, a food concession building, storage
space for pool equipment and chemicals, a covered raised stage, approximately
40,000 square feet of special events area, landscaping, fencing and site
lighting.
The preliminary capital cost
estimate for the Special Events Venue and Water Park is $9.4
million dollars. The site plan also includes a 150 space on-grade parking lot
that is estimated to cost $300,000. Additionally the site plan includes a
two-lane boat launch ramp with 28 trailer parking spaces at a capital cost that
is TBD. The annual operating expenditure estimate for this option is
$1,100,000 and the revenue estimate is $900,000. The early projection for
ongoing Harbor Tidelands Fund subsidy with this option is $200,000 per year.
