Development Block Grant (CDBG)
The Community
Development Block Grant (CDBG) Program was established by Congress under Title I
of the Housing and Community Development Act of 1974. The City of Redondo Beach
receives annual CDBG funding from the federal government's U.S. Department of
Housing and Urban Development (HUD).
As a
result of the annual funding, the City offers the following two programs:
Commercial
Rehabilitation Program
Home Improvement Program
In
addition to the CDBG funding, the City’s Redevelopment Agency also provides
funds for the Home Improvement Program.
Commercial Rehabilitation
Program
The
Commercial Rehabilitation Program is available to either a landlord or business
tenant and is designed to improve the appearance of business properties within
the Artesia Boulevard and Aviation Boulevard target area.
Eligible
improvements to commercial storefronts include new signs, awnings, exterior
painting, roof repairs, etc. The program will fund 60% of the cost of eligible
improvements to either a landlord or business tenant applicant. In addition,
$2,000 grants are available for code corrections and $2,000 for design services.

Home Improvement Program
There are
three home improvement programs available to low-income Redondo Beach
homeowner-occupants:

Homeowners must meet the following eligibility requirements in order to
participate in any of the three home improvement programs:
Own and
reside in a single family house within the City of Redondo Beach
Have
a total gross household income that does not exceed the following income levels:

1. Deferred Payment Loan Program
The Deferred
Payment Loan Program provides four percent (4%), simple interest,
deferred-payment home improvement loans of $5,000 up to $60,000 for low-income
Redondo Beach homeowners. The loan becomes due and payable upon the sale or
refinance of the house or transfer of title. Eligible repairs are those
necessary to make the house conform to accepted housing code standards, to
correct health and safety hazards, to halt structural deterioration, and to
provide energy conservation measures. Other improvements may include exterior
work to help preserve or protect the structure (painting, roofing, siding and
color coating) and interior work to make a structure more livable (painting,
plastering, new flooring and modernizing kitchens and bathrooms).
2.
Handyperson Program
The Handyperson
Program provides exterior home repairs at no cost to low income Redondo Beach
homeowners. Eligible repairs include exterior painting, roofing, gutters and
downspouts, weather-stripping, fence repair, tree and shrub trimming.
3.
Mobility Access Program
The Mobility Access
Program provides a grant up to $2,500 for special repairs for low income
disabled Redondo Beach homeowners. Eligible repairs are those that improve
access to the home and/or mobility within the home such as wheelchair ramps/Lifts,
grab bars, safety railings, and plumbing modifications.
