Parking meters are $1.00 per hour in all locations except the Riviera Lot bounded by South Elena Avenue, Avenida del Norte and Via El Prado are fifty ($0.50) cents per hour.

Parking meters are enforced twenty-four hours a day every day including Sunday and holidays in all areas of the City except Central Traffic District 3.
Central Traffic District 3 is defined by the area between the northerly line of Avenue I on the north, the City limits on the south, the easterly line of the Esplanade on the west and easterly line of the City limits on the east.

How may I report a broken or malfunctioning parking meter?
To report a broken or malfunctioning parking meter, please do the following:
If possible, please note the parking meter number on the internal face of the parking meter and note it. The number will look like this.
If you cannot find the parking meter number please note the approximate address adjacent to the parking meter or the streets at each end of the block.
Call the Parking Enforcement Unit at (310) 318-0617 and provide the staff with the location and a description of the malfunction.
If you received a citation as a result of the broken or malfunctioning parking meter, please also provide your citation number and the date and time of the citation.
The Parking Meter Technician will usually check the meter on the same business day if during daytime hours Monday through Friday and the next business day if on the weekend.
What should I do if I received a parking citation for an expired parking meter, and I believe that the parking meter was broken or did not give me the full amount of time?
California Vehicle Code 40215 identifies the process to contest a citation that was issued in error or may be unjustified.

Maintain copies of your Administrative Investigation Initial Review form and any documents/materials submitted to support your statement; materials submitted for review will not be returned.
You do not have to pay the citation until the Administrative Investigation Initial Review is complete, and you have been found liable to pay the citation.
A hold will be placed on your citation upon receipt of the Request for Administrative Investigation Initial Review form.
A parking meter technician will check the meter for proper time allotment and to determine if it is malfunctioning.
You should receive a response to your request for cancellation by mail within 21 calendar days.
If the result of the Administrative Investigation Initial Review is that you are liable to pay the citation, you may either pay the penalty to conclude the matter or request an Administrative Hearing.
If the result of the Administrative Investigation Initial Review is that you are not liable to pay the citation, you will receive written notification that the citation has been dismissed. Your citation will be cancelled, and you do not have to take any further action.
Why do I have to do this if the meter is clearly broken?
The Police Department must evaluate all parking citation appeals fairly and objectively. It must maintain adequate records of canceled citations, and why they were canceled, to ensure the integrity of the process.
