About the Planning, Transit and Enforcement Services Department

The Department consists of four divisions, including: Planning Division (Planning Administration); Economic Development Division; Transit Division; and Municipal Enforcement Division (Includes Code Enforcement, Parking Enforcement and Animal Control).

The Planning Division is responsible for administering the City’s long-range and current planning programs, as guided by the City’s adopted General Plan and Zoning Ordinance. Specific programs of the Planning Division include:

  • Development Review
  • Maintaining and updating the General Plan and Zoning Ordinance
  • Special Projects (e.g. Residential Design Standards, Heart of the City Specific Plan, etc.)
  • Administration of the City’s Historic Preservation Program
  • Service as a resource to the citizens, as well as other departments and agencies, regarding planning matters within the community.

The Economic Development Division’s core program includes traditional business retention and expansion activities such as outreach visitations, permit and entitlement streamlining and site selection assistance. Business attraction activities include developing and maintaining linkage with the commercial and industrial brokerage community, working with property owners on recruitment efforts and providing marketing materials. Leasing, sale, development and disposition of City property is handled by this program.

The Municipal Enforcement Division includes Code Enforcement, Parking Enforcement and Animal Control. The Division’s programs enhance the quality of life in Redondo Beach through the enforcement of the City’s Zoning Ordinance, Building Code, Parking Regulations and Animal Control Regulations

The Transit Division is responsible for providing safe, efficient, cost effective transportation programs to Redondo Beach’s residents and visitors. The Division also plans, organizes and directs the City’s air quality improvement projects and administers the employee rideshare program. Individual programs included in the Transit Division are:

  • WAVE Dial-A-Ride
  • Galleria Transit Terminal
  • Bus Pass Subsidy Program
  • Recreational Transit
  • Torrance Dial-A-Lift
  • Bus Bench and Shelter Maintenance
  • Employee Rideshare Program
