Tidelands Trust Agreement

The City of Redondo Beach owns all of the land within its Harbor Enterprise.  This land runs north to south from Herondo Street to Torrance Boulevard, primarily west of Harbor Drive (although some property lies on the east of Harbor Drive).  Please see this map for a clearer idea of the City's Harbor Enterprise.

The City's land in the Harbor is further divided as Uplands and Tidelands property.  The Uplands include those properties lying east of the Mean High Tide line of October 1935.  The Tidelands are west of that line.  Tidelands can be thought of as the area that was open ocean before the development of the Harbor.  Please see this map for a better look at the City's Tidelands area (Tidelands boundary is approximate; official map is on file at City Hall).

The part of the Redondo Beach harbor which constitutes tidelands is held by the City, subject to a public trust. Under the 1915 Tidelands Grant, a number of restrictions were placed on the use of the tidelands in Redondo Beach. By doctrine, these lands can only be developed for purposes consistent with the public trust: for public purpose.  A copy of the City's amended Tidelands Trust can be accessed here (includes original 1915 Act and 1971 Amendment).
