The City Council may move into a Closed Session pursuant to applicable law, including the Brown Act (Government Code Section 54960, et seq.) for the purpose of conferring with the City’s real property negotiator, and/or conferring with the City Attorney on potential and/or existing litigation; and/or discussing matters covered under Government Code Section 54957 (Personnel); and/or conferring with the City’s Labor Negotiator.

Blue folder items are additional back up material to administrative reports and/or public comments received after the printing and distribution of the agenda packet for receive and file.
PUBLIC COMMUNICATIONS ON CLOSED SESSION ITEMS
This section is intended to provide members of the public with the opportunity to comment on Closed Session items only. This section is limited to 30 minutes. Each speaker will be afforded three minutes to address the Mayor and Council. Each speaker will be permitted to speak only once.

E. CONSENT CALENDAR
Business items, except those formally noticed for public hearing, or those pulled for discussion are assigned to the Consent Calendar. The Mayor or any City Council Member may request that any Consent Calendar item(s) be removed, discussed, and acted upon separately. Items removed from the Consent Calendar will be taken up under the “Excluded Consent Calendar” section below. Those items remaining on the Consent Calendar will be approved in one motion following Oral Communications.

This section is intended to provide members of the public with the opportunity to comment on any subject that does not appear on this agenda for action. This section is limited to 30 minutes. Each speaker will be afforded three minutes to address the Mayor and Council. Each speaker will be permitted to speak only once. Written requests, if any, will be considered first under this section.
I. EX PARTE COMMUNICATIONS
This section is intended to allow all elected officials the opportunity to reveal any disclosure or ex parte communication about the following public hearings.
J. PUBLIC HEARINGS
J1. PUBLIC WORKSHOP AND HEARING ON GENERAL PLAN HOUSING AND CIRCULATION ELEMENT UPDATES, RECOMMENDATIONS OF THE CITIZENS’ GROWTH MANAGEMENT AND TRAFFIC COMMITTEE AND UPDATE ON AB 32 AND SB 375.
Staff recommends that the City Council:
a. Open the public hearing, receive and file all documents and correspondence;
b. Receive staff and consultant presentations;
c. Accept all public testimony and initiate discussion on amendments to the Housing and Circulation Elements, the additional recommendations of the Citizens’ Growth Management and Traffic Committee (CGMT), and the requirements of AB 32 and SB 375.
d. Close the public hearing, and take the following actions:
1. Authorize submittal of the Housing Element with revisions as directed by the City Council to the State Department of Housing and Community Development (HCD) for certification;
2. Direct staff to commence all necessary environmental review on the Housing and Circulation Elements in accordance with the California Environmental Quality Act (CEQA);
3. Direct that a public hearing be scheduled to consider adoption of the Housing and Circulation Elements and appropriate environmental documentation upon receipt of HCD comments, and
4. Provide appropriate direction regarding additional CGMT recommendations and the requirements of AB 32 and SB 375.

The next meeting of the City Council of the City of Redondo Beach will be a regular meeting to be held at 6:00 p.m. on Tuesday, December 1, 2009 in the Redondo Beach City Hall Council Chambers, 415 Diamond Street, Redondo Beach, California.
